As a Transport Compliance Coordinator, you are responsible to influence internal and external partners (hauliers/contractors/BVOs) & stakeholders to create and practice pro-active HSSE Management and operational excellence through timely engagement, challenge, and continuous improvement activities. You will also support other Distribution Operations locations within South Africa as required.
What’s the role?
The purpose of the Transport Compliance Coordinator is to provide functional HSSE, assurance and operational road transport support to the Distribution Operations terminals based within the inland area, including the hauliers, controllers and BVOs operating at the terminal. You will be responsible for implementing and assuring proper execution and adherence to HSSE procedures/standards, drive overall improvement initiatives, road safety procedures, standards and plans aimed proactively to increase the HSSE and operational performance of all road transport activities.
Moreover, you will provide in-depth technical and operational road transport expertise and support in pursuit of operational excellence and continued compliance to Shell and Regulatory statutory rules, policies and standards through behaviour change initiatives and change management tools.

Your further accountabilities will include:
- Working directly with the SA Distribution Operations Road Transport Manager to set and monitor Operational and HSSE performance expectations and address improvement initiatives.
- Ensuring the proper delivery of operational and HSSE strategies, systems, policies, standards.
- Ensuring appropriate tools are in place and functioning to support operational excellence throughout Distribution Operations and haulier businesses.
- Leveraging best practice and implements learning from incidents received from global networks.
- Partnering with regional/business/asset teams to identify, develop and achieve implementation of operational and HSSE improvement programmes with haulier contractors and Bulk Vehicle Operators to achieve continuous improvement.
- Identifying travel and security risks pertinent to the road transport operation and make appropriate risk assessments and provisions, consistent with Group Security policies and practices.
- Implementing and enforce specific operational, HSSE, logistics, and transport requirements at the terminals and within the haulier business.
- Ensuring Behaviour Based HSSE programmes are implemented and working as designed.
- Responsible for HSSE incident management, support to Haulier and investigation of incidents.
- Accountable for accurate and timely Incident Reporting Tool entries and action delivery.
- Participate in HSSE and Compliance audits.
- Participate in the creation of site HSSE committees to ensure they are working correctly and driving the required behaviour change.
- Responsible to ensure compliance towards operational and HSSE contract requirements (incl. monitor/participate in haulier contractual KPI on a monthly and quarterly basis, HSSE Management Standards, contract management plan, annual contract review and Life Saving Rules).
- Implement and execute road transport cost improvement/delivery optimization initiatives with hauliers and terminals as per agreed targets and timelines.
- Close engagement with marketing businesses to plan the fleet requirement, manage ongoing fleet suitability and scope changes as per business needs and overall enterprise requirements.
- Conduct onsite controls of drivers (including Driver Trainers where relevant) / vehicles (incl. vehicle maintenance procedure) to ensure full compliance of all activities fulfilled by the hauliers and drivers to the legal framework and global Shell standards. Immediately intervene and address gaps with BVOs and Hauliers.
- Conduct site risk assessments at retail and commercial customer sites and depots to ensure full compliance with all Shell requirements, drive issue solutions as necessary.
- Manage road transport HSSE activities/programs (including RT HSSE Case, HSSE Programs for hauliers and drivers, etc).
- Engage with hauliers and stimulate them to apply a culture of proactive HSSE management in their operations/amongst their drivers and other staff to move to a generative HSSE culture.
- Manage the interface between the Order to Delivery team and the hauliers to ensure a safe and efficient road transport operation.
- Give support to retail and commercial for issues at the interface of Distribution and Customers.
- Establish and maintain relationship with statutory authorities (SANS), industry groups (RFA) and the Road Safety Advisor for South Africa.
- Responsible to address and follow up on constraints logged by hauliers/BVOs and to provide feedback on constraint resolution.
- Provide field support to monitor loading at all gantries, quality and conformance to journey plans and the delivery process at customer sites to ensure compliance and overall operational and HSSE performance.
- Maintain the Road Transport Hazard and Effects Management Process (HEMP) for Distribution Operations.
- Ensure that Contractors/Hauliers have in place an effective recruitment and training procedure for drivers and staff, which meet Shell requirements.
- Represents Shell during driver meetings and defensive driving trainings.
- Local SME focal point on Technical Matters of Road Transport matters (incl. vehicle and standards/specifications) for hauliers to refer to, and in close liaison with Group RT expertise Centre.
- You will provide support to Retail and Commercial in the areas where Distribution Operations interfaces with each business.
- Technical Evaluation of the readiness of the fleet (does not include light vehicle fleets for retail, commercial, aviation marketing, corporate, car hire or chuffer services).
- Global Haulier Audits and other audit support to Lubricants.
- Participation in incident investigations for incidents with an actual RAM of 4 or 5 as RT focal point providing insight and learnings.
- Leverages best practice and implements learning from incidents received from local businesses and global networks.
- Participate and/or support activates in other business as requested and agreed to by the RT Contract Managers for each business.
- Tertiary qualification in Road Transport/HSSE/Change Management is an added advantage.
- Experience and knowledge of Shell Group policies and standards.
- Strong HSSE Leadership skills and commitment is required to influence and change people mindsets.
- Working knowledge of Microsoft software products and Incident Management Reporting tools.
- Knowledge of the transportation industry, HSSE programs and established industry relationships preferred.
- Knowledge of logistics and supply chain processes preferred.
- Knowledge of statutory requirements related to road transport in South Africa.
- Ability to implement common standards using practical solutions.
- Ability to work effectively in a multi-cultural environment dealing with people of different nationalities and cultures.
- Ability to travel to all locations and to carry out short-term working tasks and/or assignments
- Must be able to carry out and apply the HSSE Policy, objectives and Risk Management Process and integrate HSSE into Planning and Procedures.
- Must be able to carry out and apply HSSE Implementation, Monitoring & Reporting.
- Ability to manage and influence stakeholders in building a Behavioral based safety culture.
